An annual estimate of withholding

Only earned income counts here. Before FRA, withholding is $1 per $2 above the lower limit. In the FRA year it is $1 per $3 above the higher limit, using only earnings before the FRA month. At or after FRA the retirement earnings test ends. SSA may withhold whole checks and later recompute benefits; first-year monthly exceptions are not modeled.
